Setting Annual Performance Levels: Alternative Approaches and Options for Discussion
This paper summarizes these general guidelines and then provides an overview of alternative approaches for setting state annual performance levels based on these guidelines. The paper assumes that future legislation will maintain the focus on continuous improvement in performance over time and that annual performance levels will be required as the basis for incentives and sanctions.
