Completer: A high school student who completed the program curriculum of a vocational-technical education program listed on the GCC/DOE MOA.

Concentrator: A student who enrolled in a program/sequence of courses identified in the Guam Community College – Department of Education (DOE) Memorandum of Agreement (MOA) and completed two-years of course work in a program listed in the MOA.
