Hawaii Population Definitions

Secondary Student Populations:

Completer: A student who has completed the requirements for her/his selected Vocational Education Program of study and graduated.

Concentrator: (Completer in Hawaii terminology) A student who has completed the requirements for her/his selected Vocational Education Program of Study.

Tech Prep: A student who has an individual course/career plan that includes participation in a Vocational Education Program of Study. Students may be identified at grades 8, 9, 10, or 11.

Postsecondary Student Populations:

Completer: A student who achieves an associate degree (regardless of whether or not they are enrolled in the next academic period) or a student who achieves a certificate and is no longer enrolled--i.e., leaves the college.

Concentrator: Qualified Vocational Education Student—a student who has (1) declared a vocational education major, and (2) successfully completed (earned a Grade of A, B, C, D, CR) at least one vocational course within the declared major (this does not include courses which count towards general education).
