Massachusetts Population Definitions
« BackSecondary Student Populations:
Completer: Students who have been enrolled at least two years during the previous school years and who have graduated from a program meeting the Perkins definition. The two years does not have to be consecutive.Concentrator: A student enrolled in a SDE -approved vocational technical education program (Chapter 74 program) or a program that meets the Perkins Act definition of vocational technical education (non-Chapter 74 program).
Tech Prep: Has enrolled in courses that are part of a recognized Tech Prep education plan, is interested in obtaining a postsecondary degree, may take courses for college credit and may at some point in his/her secondary Tech Prep education consider pursuing a different postsecondary program.
