Secondary Student Populations: Transitional Plan

Completer: Student who attained the academic and technical knowledge/skills/proficiencies within a program/sequence of courses or instructional units that provides an individual with the academic and technical knowledge/skills/proficiencies to prepare the individual for employment and/or further/advanced education. While a concentrator will typically have taken a sequence of two courses, this definition would include students taking a one-year program if this were the way the program is designed. (If a student is enrolled in more than one area, the school and student are to determine the occupational intent of the student and count that individual only once).

Concentrator: A secondary student who has earned three (3) or more credits in a single CTE program area (e.g., health care or business services), or two (2) credits in a single CTE program area, but only in those program areas where 2 credit sequences at the secondary level are recognized by the State and/or its eligible recipients.
