New York Population Definitions

Secondary Student Populations:

Completer: A Career and Technical Education Program Completer is a student who has attended school in the year in which the student is eligible to graduate and has passed a sequence of career and technical education courses that incorporates the Career Development and occupational Studies (CDOS) standards of New York State.

Concentrator: A Career and Technical Education Program Completer is a student who has attended school in the year in which the student is eligible to graduate and has passed a sequence of career and technical education courses that incorporates the Career Development and occupational Studies (CDOS) standards of New York State.

Tech Prep: A New York State “Tech Prep Student” is one who ahs signed a Tech Prep Enrollment Form and meets the following criteria: receives academic content through applied learning; completes a sequence of two or more standard-based career oriented courses that provide technical skills; is enabled to be employed in skills entry level jobs and complete the postsecondary portion of a secondary/postsecondary program; if a postsecondary student has completed the secondary portion of the secondary/postsecondary program and has enrolled in an articulated, State registered postsecondary Tech-Prep Program and is a completer of a two-year associate degree program, a two-year certificate program, or a two-year apprenticeship that follows secondary Tech Prep instruction.

Postsecondary Student Populations:

Completer: Credit bearing: Vocational Concentrators who have fulfilled all of the requirements necessary to receive a credit-bearing certificate or associate degree in a vocational or technical program that they pursued in the time period indicated. Non-credit: Students who complete all of the requirements of a non-credit vocational education program. Generally, completion entails the award of some type of certificate, which satisfies industry standards in an occupational field for which the skills were acquired.

Concentrator: Credit bearing: All students who meet the definition of Vocational Participant and who have attained 12 or more credits. Non-credit: Students who have made it known, through a declaration of intent, payment of enrollment fees, registration or by some other means, that they intend to complete a vocational education program or who have completed over 50% of the total contact hours of the program.
