Puerto Rico Population Definitions

Secondary Student Populations:

Completer: Each 12th grade student from a vocational public high school or a participant of a vocational program offered by a CBO that completes the required hours and skills required in any occupational field.

Concentrator: Each 12th grade student who has been participating in a specific vocational course for two to three consecutive years (10th, 11th and 12th) or an adult participating in any particular adult program directed to complete an occupational field offered by a vocational public school or a CBO.

Tech Prep: The Tech Prep student is at the high school level and participates in a sequential model, such as 3+2 or 3+3. Each school that participates in the tech Prep Program establishes a consortium with a university and a local industry. The consortium combines the following elements: academic and occupational integration, articulation agreement and coordination with the industrial sector. His consortium decides which occupational courses are going to enter Tech Prep, and all the students participating in the selected courses(s) becoming Tech Prep students. The program offers these students the opportunity of learning through advanced technology, applied academic instruction and other activities related to the world of work. As required by the Carl D. Perkins Act, in the admission process the students are classified into special populations, since in Puerto Rico around 90% of the population is below the poverty level and has Limited English Proficiency.

Completer: Each individual that attained the required hours and occupational or technical skills

Concentrator: Each student who has been participating in a specific occupational or technical course for one to two or more consecutive years towards an occupational certificate or two years or more towards an Associate Degree, or any particular adult program certificate offered by a CBO.
