Community colleges and others engaged in career and technical education and training programs are thinking outside of the box when it comes to expanding apprenticeship programs across sectors, including health care, information technology, and manufacturing. To achieve this, colleges need tools and information that demonstrate both the process and the value of these programs. The SkillsCommons IMPACTcommunity provides a free "Apprenticeship Implementation Toolkit," which was developed by Missoula College-University of Montana, lead for the Montana HealthCARE (Creating Access to Rural Education) grant. In this webinar, participants will learn about the many resources included in this toolkit, such as sample registration documents, employer handouts, an Introduction to Pre-Apprenticeship guide, Workforce Innovation and Opportunity Act resources, sample trade schedules for healthcare occupations, a standards template, and apprentice checklists, agreements, and consent forms.

The webinar will also showcase a step-by-step guide to establishing degree-bearing, competency-based, registered apprenticeship programs, which was developed by Great Falls College-Montana State University, lead for the Strengthening Workforce Alignment in Montana's Manufacturing and Energy Industries grant. In this webinar, participants will learn how to use this guide, as well as become familiar with the research conducted to develop it.

This webinar is the last in a webinar series showcasing strategies and resources developed by community colleges that are of broad interest to educational institutions engaged in career-focused education and training. Previous webinars (available as recordings) explored making industry experts into expert instructors to increase student success, scaling career pathways in Wisconsin, resources for developmental education using competency-based education, affordable learning solutions, and sustaining grant-funded projects for long-term success. Webinar on Sustaining Grant-funded Projects for Long-term Success

In many grant-funded projects, funders and grantees often assume that the activities will continue when the grant is over. But for many, sustaining grant-funded efforts is elusive, and often becomes an exercise in finding the next grant. Fortunately, a host of strategies exist to maintain key aspects of funded projects. This webinar features four Trade Adjustment Assistance Community College and Career Training (TAACCCT) community college grantees, who have continued their innovations through a variety of creative approaches.

In the webinar, three strategies for continuing grant-funded activities will be discussed, including ones to

  1. accelerate credential attainment;
  2. support program completion; and
  3. engage employers and align programs with labor market need.

The examples shared come from TAACCCT, but the approaches can work for anyone seeking to make a long-term impact with a grant-funded project. Speakers from four community colleges will describe how they continued and institutionalized their projects, as well as the challenges they faced. The audience will have time to ask questions and reflect on how the varying approaches might be applied to their own projects. Join us to help move your sustainability plans forward!

WIOA State Plan Portal Training

To help States prepare, the Department of Education and the Department of Labor will be hosting training for State users via the Workforce GPS platform. This training provides an overview of the State plan portal and its features. Topics will include how to obtain an account, permission levels, and navigation of the portal, data entry, how to ensure the contents of the plan are 508-compliant, and other mechanics of using the system. This training is intended for new users as well as those who need to refresh their knowledge.

Leveraging ESSA, Perkins, and WIOA to Support a College- and Career-Ready Workforce

To ensure that students are ready for tomorrow's workforce, state leaders need to align labor market efforts with the education pipeline to provide students with the academic, technical, and employability skills they need to be successful in the workplace. Aligning the education-to-workforce pipeline can help increase cost-efficiency, promote coherence, and produce better outcomes for students and workers. This webinar will highlight the forthcoming CCRS Center resource, Developing a College- and Career-Ready Workforce: An Analysis of ESSA, Perkins, and WIOA. This resource includes the following:

  • A brief to help state and local agencies identify opportunities to align and leverage policies, programs, and funding across the three laws that support the education-to-workforce pipeline
  • A workbook to facilitate cross-sector conversations to identify and plan for alignment opportunities across ESSA, Perkins, and WIOA
  • An interactive tool that identifies specific language in the laws that address college- and career-readiness topics and help state education agencies and local education agencies find new or greater alignment opportunities in their plans

Connecting Secondary Students to Apprenticeship Programs

Webinar #2: Overview of Technical Assistance Resources

To enrich our students' high school experiences and secure a path to career and postsecondary success, communities across the country are strengthening the pipeline between career and technical education (CTE) and apprenticeship. This U.S. Department of Education, Office of Career, Technical, and Adult Education (OCTAE) project explored programs that connect CTE students and apprenticeship programs.

On November 20, 2017 at 2-3 pm ET, OCTAE welcomes the release of technical assistance resources to assist state and local leaders in initiating or expanding the alignment between existing CTE and apprenticeship programs based on project findings. Presenters from Vivayic, RTI International, and the Tech Ready Apprentices for Career in Kentucky (TRACK) program will introduce the resources and discuss potential application for CTE and apprenticeship stakeholders.

Secretary's Proposed Supplemental Priorities and Definitions for Discretionary Grant Programs - Comment Period Ends

On October 12, the U.S. Department of Education (Department) released the Secretary's proposed priorities for competitive grant programs and launched a 30-day public comment period. Once the Department considers the comments received and issues the Secretary’s final priorities, the Secretary may choose to use one or more of them in competitions for new discretionary grant awards this year and in future years. These priorities align with the vision set forth by the Secretary in support of high-quality educational opportunities for students of all ages.

The proposed priorities are:

  • Empowering Families to Choose a High-Quality Education that Meets Their Child’s Unique Needs
  • Promoting Innovation and Efficiency, Streamlining Education with an Increased Focus on Improving Student Outcomes, and Providing Increased Value to Students and Taxpayers
  • Fostering Flexible and Affordable Paths to Obtaining Knowledge and Skills
  • Fostering Knowledge and Promoting the Development of Skills that Prepare Students to be Informed, Thoughtful, and Productive Individuals and Citizens
  • Meeting the Unique Needs of Students And Children, including those with Disabilities and/or with Unique Gifts and Talents
  • Promoting Science, Technology, Engineering, and Math (STEM) Education, With a Particular Focus on Computer Science
  • Promoting Literacy
  • Promoting Effective Instruction in Classrooms and Schools

New CTE State Directors' Orientation
