2012 RPOS State Grantees Meeting Materials

September 18 | Agenda and Session Materials

Welcome and Overview from the U.S. Department of Education

Dr. Brenda Dann-Messier, Assistant Secretary, OVAE
Robin Utz, Branch Chief, DATE

State Project Debrief

State summaries of the content included in their 2011–12 annual project report. Presentations identified: (1) the states’ strongest Design Framework components; (2) three positive lessons learned; and (3) areas where technical assistance is needed.

Small Group Dialogue Session

Three facilitated groups, (1) state education agency personnel, (2) local secondary and postsecondary team members, and (3) external evaluators, shared experiences and exchanged ideas to improve project activities.

RPOS Evaluation and Data Collection

The OVAE team reviewed evaluation activities required under the RPOS Program, including expectations for an annual external evaluation, participation in the RPOS quantitative analysis study, and submission of enrollment data. The MPR project team shared findings from the Year 2 Quantitative Assessment Report and presented draft technical assistance materials addressing RPOS data reporting.

Grant Management

The OVAE team reviewed ED expectations regarding discretionary grant management and oversight.

State Team Discussions

State teams discussed Year 3 activities based on the day’s presentations and dialog sessions and identify areas in need of additional technical assistance from both federal staff and other state colleagues. OVAE and MPR team members provided consultation and support.

State Team Individualized Assistance | State-to-State Meetings

State project team leads met with OVAE staff. Other state team members attended one-hour facilitated breakout sessions organized around RPOS components to share promising practices and identify strategies for solving state and local challenges.

State Dissemination Efforts/Scaling Up

Federal staff reviewed grant expectations for state dissemination of project findings and solicited feedback from states on useful strategies.

The purpose of the meeting is to provide orientation, establish networking communities, and identify commonalities and differences among states for working on program and policy barriers and developing action strategies for the RPOS.
 
The Rigorous Programs of Study Grantee Meeting enabled participants to:
  • Share successes and challenges experienced during the first year of project implementation
  • Contemplate priorities for the upcoming year to assure the development of a statewide articulation agreement
