2014 RPOS Project Directors’ Meeting Materials

September 8 | Agenda and Session Materials

State Project Briefing

States will summarize their project outcomes and their perspectives on the returns for this federal investment. What is the different in each state as a result of your grant activities? What lessons have been learned? The briefings will include multiple perspectives on the project, including counselors, business and industry, and others.

Technical Assistance Resources -- POS Design Framework

RTI International will present draft examples of RPOS project examples and resources for each of the ten components in the POS Design Framework drawn from site visits and state feedback. The RTI and OCTAE teams will facilitate a group discussion to ensure the information presented accurately reflects implementation at state and local levels and includes any additional lessons learned.

RPOS Evaluation and Data Collection

RTI will share findings from the collection and analysis of state data and engage participants in a discussion of the lessons learned around data collection during the course of the project. As states review their data collected by RTI, OCTAE will facilitate a discussion that helps states further interpret the data findings.

State Team Discussions: Capitalizing on Project Success

What sustainability efforts are being implemented at the state and local levels to ensure the continuation of the POS Design Framework? States will discuss their sustainability efforts among themselves and share strategies for sustaining their project work with the larger group.

Project Messaging

Each state group will meet to prepare messages about their project work for the upcoming US Department of Education Briefing, for external stakeholders, and beyond.

September 9 | Agenda and Session Materials

ED Briefing with Question and Answers

Inform Department of Education and external stakeholders of implementation strategies of the POS Design Framework. The briefing will be broadcast on the ED-wide video stream and recorded.

OCTAE Technical Assistance, as needed

Meet with OCTAE program officers to answer any questions regarding grant administration.

Capturing RPOS Stories

Captured on video, each participant will share best practices for the local-level implementation of POS Framework components and subcomponents.

Conversations with ED

Informal conversations with Department of Education staff members on a variety of issues that relate to implementation of the POS Design Framework. This time will provide opportunities for networking within and across state teams.

State Project Briefing

States will present short summaries of the content included in their 2012-12 annual project report. Presentations will identify: (1) the states' strongest Design Framework components; (2) up to three positive lessons learned; and (3) areas where technical assistance is needed.

Small Group Dialogue Session

State teams will break into facilitated groups by project roles and responsibilities to share experiences and exchange ideas to improve grant activities.

RPOS Evaluation and Data Collection

RTI International will share findings from the collection of state data and engage participants in a discussion of data collection challenges and the types of technical assistance materials and support needed to improve reporting. The OVAE team will facilitate a discussion of the challenges and solutions observed during project implementation and work with project teams to identify successful strategies for replication.

Grant Management

The OVAE team will lead a discussion on important funding issues that grantees will face in the fourth year of the grant. State project directors will share innovative strategies on programmatic and fiscal management for discretionary grant management that other states may consider to replicate.

State Team Discussions

State teams will convene to discuss Year 4 activities based on the day's presentations and dialogue sessions. States will be asked to identify specific strategies and activities that will be incorportaed into their project plans. OVAE and RTI team members will be available for consultation and support.

September 18 | Agenda and Session Materials

State Team Planning Discussion

State project teams will reconvene to identify their internal and external technical assistance needs necessary to implement Year 4 activities. OVAE and RTI team members will be available for consultation and support.

Institutionalizing Change

The OVAE team will lead a discussion on strategies implemented under the RPOS discretionary grants that maintain systemic improvements. States will share their experiences with sustaining implementation during the grant's cycle and those processes and practices they expect to continue after the end of the grant.

Technical Assistance Resources

The RTI team will present online resources developed in conjunction with their work on RPOS grants. The resources are intended to help RPOS grantees but will be available online for anyone interested in implementing RPOS in their community.

Using Data for Program Improvement

The OVAE team will lead an open discussion on methods to streamline and enhance data collection and analysis for program improvement and advocacy. States will share strategies used in data analysis and reporting that align to RPOS.

Challenges of Rural Implementation

The OVAE team will facilitate a panel discussion with rural partners and exchange ideas on how all RPOS partners can work together to overcome barriers and challenges faced by rural communities.

Open Exchange

Participants will present "best" topics and ideas aligned to the RPOS Design Framework. Conversations will provide responses to questions regarding details for implementation at local and/or state level(s).

The MPR project team shared findings from the Year 2 Quantitative Assessment Report and presented draft technical assistance materials addressing RPOS data reporting.

Grant Management

The OVAE team reviewed ED expectations regarding discretionary grant management and oversight.

State Team Discussions

State teams discussed Year 3 activities based on the day’s presentations and dialog sessions and identify areas in need of additional technical assistance from both federal staff and other state colleagues. OVAE and MPR team members provided consultation and support.

State project team leads met with OVAE staff. Other state team members attended one-hour facilitated breakout sessions organized around RPOS components to share promising practices and identify strategies for solving state and local challenges.

Federal staff reviewed grant expectations for state dissemination of project findings and solicited feedback from states on useful strategies.

Two training sessions are planned for the 2011 CAR Reporting period. The first session is scheduled for Tuesday, September 27 from 10-11am EDT. Training sessions will include an overview of the CAR, instructions for completing the Financial Status Report, instructions for reporting to EdFacts/EDEN, and an opportunity to ask questions about the systems and process.
