In our State Perkins Accountability Congress discussions, we have focused our discussions on the “accountably enrolled” student. As I think about this and work more with the secondary CTE data, I am beginning to think that our “accountably enrolled” secondary students should be determined separately for each indicator.
It would make sense to first come to terms about the CTE indicators we recommend for Perkins V secondary students. Then review preliminary data as necessary. Then discuss and determine what student threshold of participation makes the most sense for each indicator.
Example: High School Graduation Rates
If a definition of a secondary “student threshold of participation” is similar to our current Perkins IV definition of CTE Concentrator, then most of these students will be 12th grade students. Do we really want to measure graduation rates primarily on 12th grade students?
