On July 31, 2018, the President signed into law the Strengthening Career and Technical Education for the 21st Century Act (Public Law 115-224) (Perkins V, the Act, or statute), which reauthorized and amended the Carl D. Perkins Career and Technical Education Act of 2006. Section 122(a)(1) of Perkins V requires each eligible agency desiring assistance for any fiscal year under the Act to prepare and submit a State plan to the Secretary. Each eligible agency must develop its State plan in consultation with key stakeholders, the Governor, and other State agencies with authority for CTE, consistent with section 122(c) of the Act.
To fulfill the obligation for a State plan, each eligible agency submitted a 1-year Transition Plan for FY 2019, which was the first fiscal year following the enactment of the law.
Each eligible agency must now submit its Perkins V State Plan in FY 2020 covering FY 2020-23. State plans are due April 15, 2020.
Pursuant to section 122(b)(1) of the Act, an eligible agency may choose to submit its State Plan as part of its Workforce Innovation and Opportunity Act (WIOA) Combined State Plan. If a State plans to submit a Combined WIOA Plan that includes Perkins V, and the State needs more time after the Spring 2020 due date for WIOA plans, the State must contact its Perkins Regional Coordinator (PRC) and work with its State partners to notify representatives at the appropriate Federal agencies.
