Rate of Postsecondary Award Attainment

The Design Team discussed the following measure and measurement approach for rate of postsecondary award attainment.

Measure: Percentage of accountably enrolled students who were not enrolled in a postsecondary institution and who received a degree, certificate, or employer credential in the reporting year or following reporting year.

Numerator: Students who earned at least 12 cumulative credits in a career preparation program or completed a program of less than 12 credits (or equivalent) by the end of the reporting year; were not found enrolled in any postsecondary institution in the U.S. during the following reporting year; and received a degree, certificate, or employer certification in the reporting year or the following reporting year.

Denominator: Students who earned at least 12 cumulative credits in a career preparation program or completed a program of less than 12 credits (or equivalent) by the end of the reporting year and were not found enrolled in any postsecondary institution in the U.S. during the following reporting year.

I feel we should count the graduates who had the 12 credits and have a subset breakout of those who graduated and retained or graduated and transferred. If the question we are trying to answer is the number of students who received an award attainment then we are doing ourselves a disservice by not reporting the TOTAL number of graduates.

How would this work with students who earn an associate's degree or certificate then go on to work on a credential at the next higher level - it sounds like the institution that awarded the associate's degree or certificate would not be able to count that award, which seems like a bit of a disincentive for encouraging students to work toward the higher level awards.

For the Rate of Award Attainment, we have two comments.
1) Measure is missing a phrase after “postsecondary institution”. Our suggestion is in all caps "Measure: Percentage of accountably enrolled students who were not enrolled in a postsecondary institution DURING THE FOLLOWING REPORTING YEAR, and who received a degree, certificate or employer credential in the reporting year or the following reporting year.”

2) As currently defined, this indicator would exclude any degree/certificate earned during a year in which a student continued to be enrolled at any institution. The denominator includes only people who are out of school in the following reporting year, so a student who gets a certificate and continues on to get an Associate (or gets an Associate and continues on to a Bachelor) will not be included in either the denominator or the numerator. This student is included in the first indiciator (Rate of Further PS Enrollment) but her degree is never recorded.

• Will outcomes under this indicator be limited to students who started in CTE programs in high school, in line with an emphasis on linkages from secondary to postsecondary transition?
• Are we only considering postsecondary CTE enrollments to be cohorts of students who started in a CTE program in high school and who entered postsecondary education as part of that cohort of students who completed a related high school program?
